If you need a bank account, you must have the residence permit.
You will need to wait for approximately one month for the residence permit. For a residence pemit you should apply by the teachers. So when you have residence permit the college will arrange a bank card for you. But if you have any emergency then when you got your residence permit you can go to bank yourself and make it immediately, but with an elder brother who knows Chinese language well.
