第一章 总 则
Chapter 1 General Provisions
第一条 为了适应我国高等教育改革与发展的需要，规范我院留学生的学籍管理，充分调动留学生学习的主动性，发展留学生个性，促进留学生全面协调发展，根据《普通高等学校学生管理规定》、《高等学校接受外国留学生管理规定》等相关文件精神，结合我院学籍管理实际情况，特制定本规定。

第二章 学制与学习年限
Chapter 2 School system and years of schooling
第二条 标准学制为三年，按标准学制制定人才培养方案。
Article 2 The standard school system is three years, and the talent training plan is formulated according to the standard school system.
第三条 修业期间实行弹性学制，修业年限最少不得低于2年，最长不得超过6年（含休学）。留学生应在规定修业年限内修完教学计划所规定的课程和课时，在标准修业学年内未修完规定课程和课时的，可延长学习年限，延长期按学分缴纳培养费用（不含休学期限）。修业期满，仍未达到培养方案规定的要求者，作结业处理。
Article 3 The period of study shall be flexible. The length of study shall not be less than 2 years, and the longest shall not exceed 6 years (including suspension). Foreign students should complete the courses and hours stipulated in the teaching plan within the prescribed length of schooling. If they fail to complete the prescribed courses and hours within the standard academic year, they may extend the length of study and pay the training fees according to the credits (excluding the period of suspension). 第三章 入学与注册
Chapter 3Admission and registration
第四条 留学生持新生录取通知书，按学院有关要求和规定的期限到校办理入学手续。因故不能按期入学者，应当以书面形式，陈述充分理由，向我院国际教育学院和相关二级学院请假，并报教务处备案，方为有效。请假一般不超过两周，未请假或请假逾期超过两周者，除因不可抗力等正当事由以外，视为放弃入学资格。
Article 4 Foreign students, holding the admission notice of new students, shall go through the admission formalities at the University in accordance with the relevant requirements of the college and the stipulated time limit. Those who fail to enter the school on time due to some reasons shall, in writing, state sufficient reasons, ask for leave from the Institute of International Education and the relevant secondary schools of the Institute, and report it to the Academic Affairs Office for the record. Leave of absence generally does not exceed two weeks, and those who do not or leave more than two weeks are deemed to have waived their admission status, except for legitimate reasons such as force manure.
第五条 新生入学后三个月内，学院按国家有关留学生招生规定对其入学资格、健康状况等进行复查。复查合格并完善相关手续者，准予注册，取得学籍。复查不合格者，由学院区别情况，予以处理，直至取消入学资格。凡属弄虚作假、徇私舞弊取得学籍者，一经查实，取消其学籍。
Article 5 Within three months after the admission of new students, the college shall reexamine their admission qualifications and health status in accordance with the relevant regulations of the State on the admission of foreign students. Those who fail to pass the examination will be dealt with differently by the college, until the qualification is abolished. 第六条 对患有疾病的新生，经常州市出入境检验检疫局或学院指定的二级甲等以上医院（下同）诊断不宜在校学习的，可以视病情决定是否保留其入学资格一年。保留入学资格的留学生应当在接到通知后5个工作日内办理相关手续离校；10个工作日内无故不办理离校手续或拒不离校者，取消其保留入学资格。保留入学资格者不具有学籍，不享受在校留学生待遇。在保留入学资格期内，经治疗康复，可以在下一学年开学前20个工作日内向国际教育学院申请入学，由学院指定医院诊断，并经校医院审核合格者，方可重新办理入学手续。复查不合格或者复查合格后5个工作日内不办理入学手续者，取消其入学资格。
Article 6 If a freshman suffering from a disease is unsuitable for study in a hospital designated by the Entry-Exit Inspection and Quarantine Bureau or the Institute at or above Grade II (the same below), he or she may, depending on the condition of the illness, decide whether to retain his or her admission qualification for one year. Foreign students who retain their admission qualifications should leave school within 5 working days after receiving the notification, and those who do not or refuse to leave school without reason within 10 working days shall be disqualified from retaining their admission qualifications. Those who retain their qualifications do not have school status and do not enjoy the treatment of overseas students. During the period of retaining admission qualification, after treatment and rehabilitation, students may apply to the International Institute of Education for admission within 20 working days before the start of the next academic year. Those who are diagnosed by the designated hospital of the Institute and have passed the examination by the hospital of the University may go through the admission formalities again. Those who fail to go through the entrance formalities within 5 working days after re-examination or re-examination are qualified shall be disqualified.
第七条 每学期开学时，留学生应当在学院规定的时间内，按学院规定缴纳费用后，持学生证到国际教育学院办理注册手续。只有经过注册，方可获得在校继续学习的资格。如果因不可抗力原因或者患病及其他正当原因不能按期注册者，应当向国际教育学院请假，履行暂缓注册手续。未按学院规定缴纳学费和其他费用或者存在其他不符合注册条件的不予注册。
Article 7 At the beginning of each semester, international students should register with the Institute of International Education after paying the fees according to the regulations of the College within the time stipulated by the College. Only after registration is eligible for continuing study in school. If the registration cannot be carried out on time due to force majeure or illness or other legitimate reasons, the applicant shall apply to the Institute of International Education for leave and perform the formalities of suspension of registration. Those who fail to pay tuition fees and other fees as stipulated by the College or who do not meet the requirements for registration shall not be registered.
第四章 考勤与纪律
Chapter 4 Attendance and discipline
第八条 留学生应当按时参加培养方案规定和学院统一安排、组织的一切教育教学活动，自觉遵守学习纪律。任课教师应有留学生的出勤记载，并报二级学院备案。留学生因病或其他原因不能坚持学习，应当办理请假手续。
（一）请病、事假三天以内，留学生班主任可直接批准；
（二）请病、事假一周以内，留学生班主任签署意见后报国际教育学院批准；
（三）请病、事假一周以上，留学生班主任签署意见后报国际教育学院，由学院分管领导审批。
请假期满后，留学生应当及时回到所在班级参加学习，并向国际教育学院销假。需要续假时，其手续与请假手续相同。续假批准与否，应及时回复留学生本人。
留学生请病、事假的申请书、医院（县级及其以上）证明及有关负责人审批意见应存学院国际教育学院备查。
Article 8 Overseas students shall participate in all educational and teaching activities as stipulated in the training plan and arranged and organized by the college on time, and consciously abide by the study discipline. The teachers should have the attendance record of the overseas students and report to the two level college for the record. Foreign students can not persist in studying due to illness or other reasons.
(1) Within three days of illness and leave of absence, the teacher in charge of foreign students can be directly approved.
(2) To apply for sick leave within one week, and to submit to the Institute of International Education for approval after signing the opinions of the head teacher of the foreign student class;
(3) To apply for sick leave for more than a week, the head teacher of the foreign student class shall sign the opinions and submit them to the Institute of International Education, which shall be in charge of examination and approval.
After the vacation expires, the foreign students should return to their classes in time to attend the study and sell the vacation to the Institute of International Education. When it is necessary to renew the leave, its formalities are the same as asking for leave. Whether the renewal of leave is approved or not should be returned to the student himself in time.
Applications for sick leave, certificates of hospital (county level or above) and approval opinions of the responsible persons concerned should be deposited with the Institute of International Education for reference.
第九条 未经请假或请假未经批准而缺席者，即为旷课。对旷课留学生视情节轻重给予批评教育，直至纪律处分。旷课时数计算办法：在规定的教学时间内，行课日旷课一天按实际授课时数计；实习、实训等，旷课一天按6学时计。
Article 9 Absence from absence or leave without permission is a truancy. We should criticize and educate the truant students in light of the seriousness of the case until disciplinary action is taken. The calculation method of truancy hours: Within the prescribed teaching time, the truancy day is counted according to the actual teaching hours; the practice, training, truancy day is counted according to six hours.
第五章 课程选修、免修、免听、辅修、重修
Chapter 5 Elective courses, exemption, exemption, minor and retraining
第十条 留学生修读的课程分为必修课与选修课两类。必修课是要求学生必须修读的课程，选修课是学生根据志趣爱好选读的课程。学生除修完教学计划规定的必修课学时外，根据学院有关规定，申请辅修其它专业或者选修其他专业课程。
Article 10 The courses for foreign students are divided into two categories: compulsory courses and elective courses. The compulsory course is a course that requires students to study. The optional course is a course that students choose according to their interests. In addition to completing the compulsory courses stipulated in the teaching plan, students apply for minor courses or elective courses in other specialties in accordance with the relevant provisions of the College.
第十一条 对未办理选修批准手续的课程，其修读的课程和成绩不予认可。对全校学生开设的公共选修课由教务处组织，专业选修课根据教学计划由各二级学院组织。
Article 11 The courses and achievements that have not been selected for approval are not recognized. Public elective courses for students are organized by the Academic Affairs Department and professional elective courses are organized by secondary colleges according to the teaching plan.
第十二条留学生成绩优秀或学有特长，对培养方案规定的某些必修课，经自学或网络课程教学等途径确已掌握，达到该课程教学大纲要求，可申请免修。申请课程免修的留学生须填写《常州机电职业技术学院课程免修申请表》，经国际教育学院以及留学生所在二级学院领导会签批准后，参加免修考核。免修成绩达80分（含）以上，准予免修，留学生可获得该课程应得学分，记入成绩档案，并报教务处备案。
Article 12 Overseas students with outstanding achievements or academic expertise have mastered certain compulsory courses stipulated in the training program by means of self-study or network course teaching. They can apply for exemption if they meet the requirements of the syllabus. Students who apply for the exemption of courses should fill in the application form for the exemption of courses in Changzhou Polytechnic of Mechanical and Electrical Engineering and take part in the exemption examination after being signed and approved by the International Institute of Education and the leaders of the secondary institute where the foreign students are located. If the exemption score is above 80 points, the exemption will be granted. The foreign students will receive the credits for the course, which will be recorded in the records of the results and submitted to the Academic Affairs Department for the record.
第十三条经批准选定的课程，留学生应按时听课；对部分学习优秀、自学能力强的留学生，已修课课程成绩全部达到良好以上，可以申请免听部分课程。申请课程免听的留学生须在开课后10个工作日内提出申请，经任课教师审查同意，国际教育学院及留学生所在学院领导会签批准后，方可免听。获准免听的课程，留学生可不听该课程的部分或全部内容，但应主动与任课教师取得联系，按时向任课教师提交该课程的读书笔记、作业等，按时参加该课程的实验实践教学环节及各类考核。根据留学生学习情况，任课教师有权适时中止留学生的课程免听，以确保其学习质量。
Article 13 Foreign students should attend classes on time after approval of the selected courses. For some foreign students with outstanding learning ability and strong self-learning ability, they can apply for exemption from some courses if they have achieved good results in all the courses they have taken. Foreign students who apply for hearing-free courses must submit their applications within 10 working days after the start of the course. After the examination and approval of the teachers, the leaders of the Institute of International Education and the institute where the foreign students are located will sign and approve the application. Foreign students may not listen to part or all of the contents of the course, but they should contact the instructor on their own initiative, submit their reading notes, assignments, etc. to the instructor on time, and participate in the experimental and practical teaching of the course and various examinations on time. According to the study situation of foreign students, teachers have the right to suspend the course of foreign students without listening in time to ensure the quality of their study.
第十四条 培养方案中规定的实验课、实习、实训、毕业论文（设计）等实践性教学环节不能免修或免听。
Article 14 Practical teaching links, such as experimental courses, practice, practical training and graduation thesis (design) stipulated in the training scheme, can not be exempted from class or listening.
第十五条 留学生可以根据有关规定，申请修读辅修专业或选修本校其他专业课程。
Article 15 Foreign students may apply for minor or other major courses in accordance with the relevant regulations.
第十六条考核不及格课程，可按时参加下学期开学初组织的补考，补考成绩以实际考核成绩记入成绩册，并注明补考字样，补考及格者取得相应学分。补考不及格必须重修；学生所在二级学院应于开学前1周内将补考学生和补考课程名单送达课程所在二级学院（部）。
重修课程可以参照第十三、十四条规定申请免听。
各二级学院应当在每学期开学后的第6周内清理、审核学生重修课程登记情况，并报课程所在二级学院（部）、国际教育学院和教务处，由课程所在二级学院（部）组织重修课程教学和管理。
Article 16 Those who fail in the examination may take the supplementary examination organized at the beginning of the next semester on time. The results of the supplementary examination shall be recorded in the score book with the actual examination results, and the words supplementary examination shall be marked. Those who pass the supplementary examination shall obtain corresponding credits. The Second-level College where the student fails the make-up exam should send the list of the students and the courses to the Second-level College (department) within one week before the start of school.
The remedial courses can be applied for reference without reference to the thirteenth, fourteenth rule.
Each secondary college shall, within six weeks after the commencement of each semester, check and verify the registration of the studentship-courses and report them to the secondary colleges (departments), the international schools of education and the administrative offices where the courses are located, and the secondary colleges (departments) where the courses are located shall organize the teaching and management of the re-courses.
第六章 课程考核与成绩记载
Chapter 6 Curriculum examination and achievement record
第十七条留学生应当参加培养方案规定的课程和各种教育教学环节（以下统称课程）的考核，考核成绩记入成绩册，并归入本人档案。
留学生须按时参加学院统一安排和组织的一切活动。因故不能参加者应事先请假并经过批准，对于无故缺席的学生，根据情节给予批评教育，直至纪律处分。出现下列情况之一者，取消课程考核资格，成绩以零分计，不予补考，必须重修：
（一）某门课程旷课学时累计超过该课程总学时的1/3；
（二）某门课程缺课学时累计超过该课程总学时的1/2；
（三）某门课程缺交作业量累计超过1/3；
每学期期末考试前10个工作日内，由任课教师负责审核留学生考核资格，将取消考核资格的留学生名单，送留学生所在二级学院复核后报国际教育学院审批，由国际教育学院通知留学生本人不得参加该门课程考核，并报教务处备案。
Article 17 Students studying abroad shall take part in the examination of the courses stipulated in the training plan and the various educational and teaching links (hereinafter referred to as courses) and record their examination results in the achievement books and in their own files.Foreign students must attend all activities arranged and organized by the college on time. Those who are unable to attend for some reason should ask for leave in advance and be approved. Students who are absent without reason should be criticized and educated according to the circumstances until they are disciplined. If one of the following circumstances occurs, he or she shall be disqualified from the course examination and his or her score shall be zero. If he or she fails to make up the examination, he or she must be re-taught:
(1) A class hour of truancy is more than 1/3 of the total class hour of the course.
(2) The missed time of a course exceeds 1/2 of the total time of the course.
(3) The amount of homework lost in a course is over 1/3.
Within 10 working days before the final examination of each semester, the teacher in charge of examining and verifying the qualifications of the foreign students shall submit the list of the foreign students who have been disqualified for examination to the International Institute of Education for examination and approval after being checked by the secondary institute where the foreign students are located. The Institute of International Education shall notify the foreign students that they are not allowed to take part in the examination of the course and submit the list to the Academic Affairs Office for preparation.
第十八条留学生应按时参加所修课程的考核，一般不得缓考。若因病或其他特殊原因不能按时参加课程考核的，应在考核前提出申请并获得批准后，方可缓考。学院应将留学生缓考申请存档，并将其申请复印件送交所修课程的任课教师。因病申请缓考者应当于开考前提交医院（县级及以上）证明，课程开考后送交的病假证明无效。被批准缓考的学生，应当及时向学院申请参加下一学期开学初举行的补缓考，缓考成绩以实得分数记载。学生所在二级学院应于开学第1周内将缓考学生和缓考课程名单送达课程所在二级学院（部）。
未经批准擅自不参加课程考核者，以旷考论处。凡旷考学生，该次课程考核成绩以“0”分记，并计入该课程总成绩。若旷考学生对错误认识深刻，态度端正，经本人申请，留学生所在二级学院主管院长签署意见，国际教育学院审批后，可参加该课程重修。
Article 18 Foreign students should take part in the examination of their courses on time. If you are unable to attend the course examination on time due to illness or other special reasons, you should apply before the examination and be approved before the examination can be postponed. The College shall file the application for postponement of the examination and submit a copy of the application to the instructor of the course. Those who apply for postponement of examination due to illness should submit a certificate from a hospital (county level or above) before the examination is started. The certificate of sick leave submitted after the examination is started is invalid. Students who have been approved to take the postponed examination should apply to the college in time to take the supplementary postponed examination held at the beginning of the next semester. The postponed examination results are recorded in real scores. The list of postponed students and postponed courses should be sent to the secondary college (department) of the course within the first week of the course.
Those who do not take part in the course examination without permission will be judged by open examination. All the students who took the exam were recorded on the score of 0 and included in the total score of the course. If the absentee students have a profound understanding of the errors and a correct attitude, they can take part in the course after being examined and approved by the International Institute of Education.
第十九条课程考核和成绩评定。成绩的评定采用百分制或五级制（优秀、良好、中、及格、不及格）记分。考试课程按百分制评定成绩，考查课程可按五级制评定成绩。毕业设计（论文）、课程设计、实习及独立设置的实验课、实习、实训等实践教学环节可按五级制评定成绩。
（一）五级分制与百分制成绩按下列换算关系换算（表1）：

（二）课程考核方式包括闭卷笔试、开卷笔试、口试、平时作业、调查报告、读书笔记、实验实习报告、课程论文、课程设计、课堂讨论、单元测验、期中测验、案例分析、文献综述、实践技能考核、艺术创作等多种形式。
（三）课程成绩由考核成绩与平时成绩组成，原则上学生平时成绩占30%，期末考核成绩占70%。学生平时成绩由任课教师根据记载的学生考勤、学习态度、课堂表现、作业、实验实训等情况来综合确定分数。对于实践技能要求较高的课程，其实践技能成绩占总成绩的比例最高可为50%。
（四）留学生所修课程的考试、考核，原则上与中国学生同等对待。但考虑到留学生的语言、文化、民族及宗教信仰等特点，在保证教学大纲基本要求的前提下，留学生如与中国学生同考一张试卷，任课教师可酌情减免有关疑难题或利用文字来理解、判别的题目。留学生可不参加有关方面要求的统一命题的考试，而由任课教师根据教学大纲要求进行单独命题，对留学生进行考试。应加强对留学生平时学习的考核，总成绩中可以适当提高平时成绩的比重。

第二十条留学生体育课的成绩根据考勤、课内教学和课外锻炼活动的情况综合评定。因身体疾病或生理缺陷，经学院医务室证明不能正常上体育课者，留学生本人申请，由国际教育学院签署意见，公共体育教学单位批准，由公共体育教学单位安排适合留学生本人身体状况的体育保健活动课程，并由体育教师评定成绩。
Article 20 The scores of physical education courses for overseas students are comprehensively evaluated according to attendance, teaching in class and extracurricular activities. For those who fail to attend PE classes due to physical illness or physical defect proved by the medical office of the institute, the foreign students themselves apply for it. The application shall be signed by the Institute of International Education, approved by the public physical education teaching unit, and arranged by the public physical education teaching unit for the course of physical health care activities suitable for the physical condition of the foreign students themselves, which shall be evaluated by the physical education teachers. Set the result.
第二十一条重修课程考核成绩以实际考核成绩记入成绩册，并注明重修字样。选修本校其他专业的课程成绩由课程所在学院和国际教育学院审查，教务处审核后予以承认。
Article 21 The examination results of the re-taught courses shall be recorded in the score book with the actual examination results, and the words re-taught shall be indicated. The academic records of other majors in the school are examined by the Institute of International Education and the Academy of Education where the course is taught and recognized by the Academic Affairs Department.
第二十二条留学生违反考核纪律或者作弊的，该课程考核成绩无效，以零分计，视其违纪或者作弊情节，给予批评教育和相应的纪律处分。对给予警告、严重警告、记过及留校察看处分的留学生，经教育表现较好，可在毕业前参加一次该课程的重修或重考。
Article 22 If a foreign student violates examination discipline or cheats, the examination results of the course shall be null and void, and he shall be given critical education and corresponding disciplinary sanctions according to his violation of discipline or the circumstances of cheating. Foreign students who give warnings, serious warnings, record and stay on campus for inspection and punishment are well educated and may take a re-study or re-examination of the course before graduation.
第七章 转专业
Chapter 7 Change major
第二十三条留学生可根据学院办学条件和个人发展情况，由本人申请、经学院批准后，可以转专业，具体见《常州机电职业技术学院转专业管理办法》。

第八章 休学与复学
Chapter 8 Suspension and resumption
第二十四条留学生可分阶段完成学业。留学生有下列情况之一的，应予休学。
（一）经指定医院检查证明，因伤、病停课治疗休养占一学期总学时1/3以上（含1/3，下同）的；
（二）一学期请病假、事假缺课累计达到本学期总学时的1/3以上的；
（三）留学生因经济困难、创业等原因申请休学的；
（四）因不能坚持正常学习，学院认为应当休学的。
Article 24 Foreign students can finish their studies in stages. Foreign students should be suspended from one of the following situations.
(1) Examination in a designated hospital has proved that treatment and recuperation due to injury or illness accounts for more than one third of the total school hours of a semester (including 1/3, the same below).
(2) A sick leave and absence from a class in a semester will reach 1/3 of the total semester of this semester.
(3) Foreign students apply for suspension due to financial difficulties and entrepreneurship.
(4) Because of the failure to adhere to normal learning, the college thought it should be suspended.
第二十五条留学生休学一般以一学年为期，休学次数不得超过两次，休学年限累计不得超过两年。

第二十六条休学留学生应当办理休学手续，在办完手续后10个工作日内离校。留学生休学期间，学院保留其学籍，不享受在校学习留学生待遇。

第二十七条留学生休学期满，应于开学前20个工作日内向学校国际教育学院申请复学。
（一）因伤病休学的留学生，申请复学时应将本人书面申请、指定医院诊断恢复健康的证明交学院国际教育学院，经国际教育学院和学院医务室审查，证明确已恢复健康、能坚持正常学习者，由国际教育学院审批后办理复学手续，并通知留学生所在二级学院，报教务处备案。
（二）因其他原因休学的留学生，申请复学时应将本人书面申请交国际教育学院，由国际教育学院审批后办理复学手续，并通知留学生所在二级学院，报教务处备案。
Article 27 Upon the expiration of the term off, international students shall apply to the School of International Education for resumption of their studies within 20 working days before the commencement of the school.
(1) A foreign student who is suspended from school due to injury or illness shall submit his or her written application and certificate of recovery from a designated hospital diagnosis to the College of International Education, which, after examination by the College of International Education and the College's clinic, proves that he or she has recovered and is able to maintain his or her normal health, and shall be examined and approved by the College of International Education before returning to school. Continue to inform foreign students at the two level college, and report to the Academic Affairs Office for the record.

第三十二条对退学的留学生，由学院出具退学决定书并以直接送达、书信送达、公示等方式送达本人，同时报省教育厅备案。如留学生系中国政府奖学金生需同时报国家留学基金委备案。
