一、总则
A、General Rule
第一条 为维护正常的教育教学和生活秩序，加强校风校纪建设，保障留学生身心健康，促进留学生全面发展，根据上级有关规定，结合我校实际情况，特制定本办法。
Article 1 These Measures are formulated in accordance with the relevant provisions of the higher authorities and in light of the actual conditions of our institute in order to maintain normal education, teaching and living order, strengthen the construction of school discipline, ensure the physical and mental health of foreign students and promote their all-round development.
第二条 本办法适用于我校在校学习的各类外国留学生。
Article 2 This method applies to all kinds of foreign students studying in our institute.
第三条 对违法、违规、违纪（以下违法、违规、违纪简称为违纪）行为的留学生，学校根据其情节轻重、认错态度、悔改表现等，给予批评教育或纪律处分。纪律处分的种类分为：
（一）警告；（二）严重警告；（三）记过；（四）留校察看；（五）开除学籍。
Article 3 Foreign students who violate laws, regulations or discipline (hereinafter referred to as violations of laws, regulations or discipline for short) shall be given critical education or disciplinary sanctions according to the seriousness of the circumstances, the attitude of admitting mistakes and the performance of repentance. The types of disciplinary actions are divided into:
(A) Warning; (B) Serious warning; (C) Record; (D) Stay in school for inspection; (E) Expel from school.
二、违纪行为及处理
B、Violation of discipline and handling
第四条 对违反我国法律、法规或受我国司法部门或其他执法部门处罚者，视情节轻重，分别给予以下处分：
（一）触犯我国刑法、被依法追究刑事责任者，给予开除学籍处分。
（二）因犯罪已被我国司法机关立案侦查，犯罪事实清楚，但因种种原因被免于刑事处罚或免于起诉者，给予留校察看处分。
（三）违反《中华人民共和国治安管理处罚条例》，被公安机关处以警告、罚款者，情节较轻，给予警告或严重警告处分；情节严重，给予记过或留校察看处分。
（四）违反《中华人民共和国治安管理处罚条例》，被公安机关处以拘留者，给予开除学籍处分。
Article 4 Whoever violates the laws and regulations of our country or is punished by the judicial department or other law enforcement department of our country shall be given the following sanctions according to the seriousness of the case:
(A)Whoever violates China's criminal law and is prosecuted for criminal responsibility according to law shall be expelled from the institute.(B) Those who have been exempted from criminal punishment or prosecution for various reasons and whose facts are clear because the crime has been put on record and investigated by the judicial organs of our country shall be punished by detention for inspection.
(C)Those who violate the Regulations of the People's Republic of China on Administrative Penalties for Public Security and are warned or fined by the public security organs, if the circumstances are relatively light, shall be given warning or serious warning and punishment; if the circumstances are serious, they shall be given a disciplinary sanction of posting or staying in school for inspection.
(D) Those detained by public security organs in violation of the Regulations of the People's Republic of China on Administrative Penalties for Public Security shall be expelled from school.
第五条 利用计算机网络进行违纪者，给予以下处分：
（一）对利用计算机信息网络制作、复制、发布、传播含有下列信息内容者，视情节轻重，给予警告以上处分：
1.危害我国国家安全，泄露国家秘密，颠覆国家政权，破坏国家统一；
2.故意篡改我国国家、部门和企事业单位的计算机数据库信息；
3.损害我国国家、集体荣誉和利益；
4.煽动我国民族仇恨、民族歧视、破坏民族团结；
5.破坏我国宗教政策，宣扬邪教和封建迷信；
6.散布谣言，扰乱学校和社会秩序，破坏社会稳定；
7.宣扬色情、赌博、暴力、凶杀、恐怖或者教唆犯罪；
8.侮辱或者诽谤他人，侵害他人合法权益；
9.含有我国法律、行政法规禁止的其他内容。
（二）制造、故意输入、传播计算机病毒，危害学校和社会计算机信息系统和网络系统安全并造成后果者，视后果严重程度，给予严重警告以上处分。
（三）盗取他人相关资讯地址，造成不良后果者，参照本条前两款从重处分。
（四）对其他违反国家计算机网络管理规定者，给予警告以上处分。
Article 4 Those who violate discipline by using computer networks shall be given the following sanctions:
(A)Those who make, copy, distribute or disseminate the following information through computer information networks shall, depending on the seriousness of the circumstances, be given a warning of the above punishment:
1.Endangering China's national security, divulging state secrets, subverting state power and undermining national unity;
2.Deliberately tampering with computer database information of our country, departments and enterprises;
3.Damage our country, collective honor and interests;
4.Incitement to our national hatred, national discrimination and destruction of national unity;
5.Destroy our religious policy and publicize heresy and feudal superstition.
6.Spreading rumors, disrupting the institute and social order and undermining social stability;
7.Publicize pornography, gambling, violence, homicide, terror or abetting crime.
8.Insult or slander others, infringe upon the legitimate rights and interests of others;
9.Contains other contents prohibited by laws and administrative regulations.
(B) Whoever manufactures, intentionally imports or disseminates computer viruses, endangers the security of the institute and social computer information systems and network systems and causes consequences, shall be given a serious warning or punishment depending on the severity of the consequences.
(C) Whoever steals other people's relevant information addresses and causes adverse consequences shall be given a heavier punishment with reference to the preceding two paragraphs of this Article.
(D) Giving warning to other persons who violate the provisions of the state computer network management.
第六条 违反学校管理规定，影响校园秩序，侵害他人、组织合法权益，视情节和后果给予以下处分：
（一）严重影响学院教育教学秩序、生活秩序以及公共场所管理秩序，侵害其他个人、组织合法权益，造成严重后果的，给予开除学籍处分。
（二）侮辱教师或学校有关管理人员，或对教师、学校有关管理人员寻衅滋事者，造成严重后果的，给予记过或留校察看处分。
（三）拒绝、阻扰学院管理人员依法或依校纪校规执行公务者，给予严重警告或记过处分。
（四）传播、复制非法书刊和音像制品，参与非法传销和进行淫秽邪教、封建迷信活动的，给予记过或留校察看处分；情节严重的，给予开除学籍处分。
Article 6 Whoever violates the regulations governing the administration of the institute, affects the order of the campus, infringes upon the lawful rights and interests of others or organizations, shall be given the following sanctions according to the circumstances and consequences:
(A) Those who seriously affect the order of education and teaching, the order of life and the management of public places in the institute, infringe upon the legitimate rights and interests of other individuals and organizations, and cause serious consequences, shall be expelled from school.
(B) Whoever insults a teacher or a school administrator or causes trouble to a teacher or a school administrator, if the consequences are serious, shall be given a disciplinary sanction of recording or detaining for inspection.
(C) Those who refuse or obstruct the administrators of the Institute from carrying out their official duties according to law or in accordance with the rules and regulations of the University shall be given serious warnings or disciplinary sanctions.
(D) Whoever disseminates or duplicates illegal books, periodicals and audio-visual products, participates in illegal pyramid sales and engages in activities of obscenity, heresy and feudal superstition, shall be given a disciplinary sanction of recording or staying in campus for inspection; if the circumstances are serious, he shall be expelled from school.
第七条 违反校园文明建设有关规定者，给予以下处分：
（一）在宿舍区、教学区、图书馆、实验实习等公共场所吸烟，经教育不改者，给予警告或严重警告处分。
（二）翻爬校门、围墙或栏杆，给予警告或严重警告处分。
（三）在校内酗酒，经教育不改者，给予警告或严重警告处分；对酒后滋事，扰乱正常教学秩序或社会秩序者，视情节轻重、影响大小，参照相关条款给予严重警告以上直至开除学籍处分。
Article 7 In violation of the relevant provisions of the construction of campus civilization, the following sanctions shall be imposed:
(A) Those who smoke in public places such as dormitory areas, teaching areas, libraries, laboratory practice and so on, who have not changed their education, shall be given warning or severe warning punishment.
(B) Climb the gate, fence or railings of the campus, give warning or serious warning.
(C) Those who drink excessively in schools and fail to change their education shall be given warning or serious warning and punishment; those who cause trouble after drinking and disturb the normal teaching or social order shall be given serious warning or punishment according to the relevant provisions, depending on the seriousness of the circumstances and the magnitude of the influence.
第八条 所作所为有损大学生形象、有违社会公德或校风者，给予以下处分：
（一）男女生在公共场所有不得体行为，经教育不改或造成不良影响者，给予警告或严重警告处分。
（二）男女交往中严重违反社会公德，造成不良影响者，给予记过或留校察看处分。
（三）利用电话、信件、网络、短信或其他方式恶意骚扰、侮辱或诽谤他人者，造成严重后果的，给予警告、严重警告或记过处分。
Article 8Those who do harm to the image of university students and violate social morality or school spirit shall be given the following sanctions:
(A) Male and female students who commit improper acts in public places and fail to change or cause adverse effects through education shall be given warning or severe warning.
(B) Those who seriously violate social morality in their intercourse with men and women and cause harmful effects shall be punished by taking notes or staying in school for inspection.
(C) Whoever maliciously harass, insults or slanders others by telephone, letter, network, short message or other means, resulting in serious consequences, shall be given a warning, a serious warning or a written punishment.
第九条 违反公寓管理规定者，视情节轻重，给予以下处分：
（一）擅自留宿外人，给予警告或严重警告处分；留宿异性者或在异性宿舍留宿者，给予留校察看以上处分。
（二）未经批准擅自在校外租房居住者，给予警告或严重警告处分；批准在校外租房居住者违反有关条例，给学校造成不良影响的，给予记过或留校察看处分。
（三）在学生宿舍违章使用电器、私改电路、挪动或破坏消防器材、应急灯等行为者，给予警告、严重警告或记过处分；造成火灾或其他安全事故者，给予留校察看以上处分。
（四）规定休息时间内，在宿舍内喧哗吵闹，严重影响他人休息，且不听劝阻或屡教不改者，给予警告、严重警告或记过处分，发起者给予记过以上处分。
（五）拒不打扫寝室卫生，影响宿舍环境卫生，经教育不改者，给予警告、严重警告或记过处分。
（六）初次晚归者（指未经批准，在学生宿舍熄灯后10-60分钟返回宿舍者）给予批评教育；屡次晚归者，给予警告、严重警告或记过处分；晚归且无理取闹或造成不良后果者，给予记过或留校察看处分。
（七）初次夜不归宿者（指未经批准，在学生宿舍熄灯1小时后尚未归宿舍者），给予批评教育；屡次夜不归宿者，给予警告或严重警告处分。
Article 9, in violation of the provisions of the apartment management, depending on the seriousness of the case, the following sanctions shall be imposed:
(A) Aliens who stay in the dormitory without authorization shall be given warning or serious warning punishment; those who stay in the opposite sex dormitory or in the opposite sex dormitory shall be given the above punishment.
(B) Those who rent out-of-school housing without permission shall be given warning or serious warning punishment; those who rent out-of-school housing without permission shall be given record-keeping or detention for inspection if they violate relevant regulations and cause adverse effects to the school.
(C) Those who use electrical appliances, alter circuitry privately, move or destroy fire-fighting equipment or emergency lights in students’ dormitories in violation of regulations shall be given warning, serious warning or recorded punishment; those who cause fire or other safety accidents shall be given the above-mentioned punishment to stay in school for inspection.
(D) Warning, serious warning or disciplinary action shall be given to those who, during the prescribed rest period, make noises in the dormitory seriously affecting the rest of others, and refuse to listen to persuasion or persuade them repeatedly to change their minds, and the initiator shall be given the above disciplinary action.
(E) Refusing to clean the dormitory and affecting the environmental hygiene of the dormitory. Those who refuse to change their education will be given warning, serious warning or punishment.
(F) Those who return late for the first time (referring to those who return to the dormitory 10-60 minutes after the lights out without permission) are given critical education; those who return late repeatedly are given warning, serious warning or punishment; and those who return late and make unreasonable trouble or because adverse consequences are given record or stay in school for inspection.
(G) Those who do not return to the dormitory on the first night (referring to those who have not returned to the dormitory one hour after the lights out without permission) are given critical education; those who do not return to the dormitory on repeated nights are given warning or severe warning punishment.
第十条 损坏、盗窃、诈骗、敲诈勒索、非法占有我们国家、社会、集体和他人财物者，除追回赃款、赃物或赔偿损失外，视情节轻重、价值大小，分别给予以下处分：
（一）价值在200元以内，给予记过处分；价值在200-1000元之间者，给予留校察看处分；价值在1000元以上者，给予开除学籍处分。屡次盗窃、诈骗，给予留校察看处分直至开除学籍。
（二）经公安机关或保卫部门确认为撬窃者，给予开除学籍处分。
（三）明知是赃物而购买者，没收赃物，并给予严重警告处分。
（四）为偷窃、诈骗提供消息或工具，或进行掩盖、提供伪证、知情不举，或参与窝赃、销赃等活动者，给予留校察看处分。
（五）对团伙作案为首者在以上处分基础上加重一级处理，直至开除学籍。
（六）偷窃公章、保密文件、档案等物品未造成严重后果者，给予留校察看处分；情节恶劣、造成严重后果者，给予开除学籍处分。
（七）伪造、涂改证件或假冒身份进行诈骗行为者：
1.未遂者给予严重警告处分；
2.造成后果者给予记过及以上处分。
Article 10 Damage, theft, fraud, extortion, illegal possession of our country, society, collective and other property, in addition to recovering stolen money, stolen goods or compensation for losses, depending on the seriousness of the circumstances and the magnitude of the value, shall be punished as follows:
(A) If the value is less than 200 yuan, the punishment shall be recorded; if the value is between 200 and 1000 yuan, the punishment shall be given to stay in school for inspection; if the value is more than 1000 yuan, the punishment of expulsion shall be given. After repeated theft and fraud, he was granted detention until he was expelled from school.
(B) If a public security organ or a security department is identified as a thief, he shall be expelled from school.
(C) Whoever knowingly purchases stolen goods and confiscated stolen goods shall be given serious warning.
(D) Those who provide information or tools for theft or fraud, or who cover up, provide perjury, fail to disclose their knowledge, or take part in activities such as nesting or selling stolen goods, shall be punished by detention for inspection and inspection.
(E) Aggravate the first-class treatment of the gang leader on the basis of the above sanctions until the expulsion is made.
(F) Those who steal official seals, confidential documents, archives and other articles without causing serious consequences shall be punished by detention for inspection; those whose circumstances are bad and serious consequences are caused shall be expelled from school.
(G) Forgery, alteration of documents or counterfeit identity for fraud.
1. Those who attempted were given serious warning.
2. Those who because consequences shall be given a record of demerit and above sanctions.
第十一条 打架、斗殴者，除负担伤者的医药、营养等费用外，视责任和后果，给予以下处分：
（一）肇事者（不守秩序，不听劝阻，用语言挑逗、用各种方式触及他人或其他原因引发打架事件者）：
1.未动手打人并未引起严重后果者，给予警告以上处分；虽未动手打人但造成后果者，给予严重警告以上处分；
2.动手打人未致伤，给予严重警告处分；
3.动手打人致轻伤，给予记过或留校察看处分；致人重伤，后果严重者，给予开除学籍处分并移交司法机关处理；
4.邀约校外人员到校滋扰或打架闹事者，给予留校察看处分；后果严重的，给予开除学籍处分；
5.肇事者持械打人，加重一级处分。
（二）策划者：
1.本人虽未动手，但造成他人打架后果者，给予严重警告以上处分；造成严重后果者，给予开除学籍处分并移交司法机关处理；
2.策划者动手或持械打人，未造成后果的，给予记过处分；造成后果的，给予开除学籍处分并移交司法机关处理。
（三）打架者：
1.动手未伤他人者，给予严重警告或记过处分；
2.动手并致他人轻伤者，给予记过处分；动手并致他人重伤者，给予开除学籍处分并移交司法机关处理；
3.打架者持械打人，加重一级处分。
（四）参与者：
1.以“劝架”为名，偏袒一方，促使事态恶化，视后果给予警告及以上处分；
2.为打架者提供器械，视后果给予记过及以上处分；
3.参与者持械打人，按本条第一款第2、3项执行。
（五）作伪证者：
1.故意作伪证者，给予严重警告或记过处分；
2.肇事、策划、打架、参与者犯此款，按应得处分等级加重一级执行。
（六）在校内外聚众斗殴者：
1.为首者给予留校察看处分；参与者视情况给予警告、严重警告、记过处分。
2.斗殴伤人者，按本条第一款第3项加重一级处分。
（七）打架处理后，又报复打人者，给予留校察看及以上处分。
（八）因打架受处分者，非有突出表现，一律不得提前撤销。

3. If a person is slightly injured, he shall be punished by recording or staying in school for inspection; if a person is seriously injured and the consequences are serious, he shall be expelled from school and handed over to the judicial organ for disposal.
4. Those who invite people outside the school to disturb or fight and make trouble at school shall be punished by staying in school for inspection; those who have serious consequences shall be expelled from school for enrollment.
5. the perpetrators will be armed to attack and aggravate the first level punishment.
(B) Planners:
1. If I fail to do so, I shall give a serious warning to those who have caused the consequences of another person's fight; if serious consequences have been caused, I shall be expelled from school and handed over to the judicial organ for handling.
2. If the planner hits a person by hand or by armed means, he shall be given a record of the punishment if no consequences have been caused; if the consequences have been caused, he shall be expelled from school and handed over to the judicial organ for disposal.
(C) Fights:
1. those who did not hurt others should be given serious warning or demerit.2. Those who do it and cause minor injuries to others shall be punished by record; those who do it and cause serious injuries to others shall be expelled from school and handed over to the judicial organ for disposal.3. the fighting people will be armed to attack and aggravate the first level punishment.
(D) Participants:
1. In the name of persuasion and partiality to one side, the situation worsened and the consequences of the warning and above punishment;2. to provide equipment for fights, and to record and punish the consequences.
3. the participants were armed to attack and executed according to item second, third of paragraph 1 of this article.
(E) Perjury:
1. intentional perjury, giving serious warning or demerit punishment; 2. the cause, planning, fighting and participants committing the offence shall be aggravated at the first level according to the level of punishment.(F) A crowd of fighters inside and outside school:
1. The first person is given the punishment of staying in school for inspection; the participants are given warning, serious warning and record punishment according to the situation.
2. a person who wounding and hurting a person shall be aggravated by one level according to the third item of the first paragraph of this article.(G) After fighting, they will retaliate against the batterer and give them the detention and the above punishment.
(H) A person who has been punished for a fight has no outstanding performance and can not be revoked in advance.
第十二条 赌博、吸毒行为者，给予以下处分：
（一）以现金、有价证券或其它物品为赌资，进行赌博者，给予记过处分；组织赌博、屡次参与赌博的，给予留校察看处分；为赌博提供条件或变相赌博者，与参赌者同等处分。
（二）吸毒、教唆他人吸毒、贩毒者，给予记过以上处分，情节严重者开除学籍并移交司法机关处理。
Article 11 Gambling and drug addicts shall be given the following sanctions:
(A) Whoever gambles with cash, securities or other items as gambling capital shall be given a demerit penalty; whoever organizes gambling or participates repeatedly in gambling shall be given a detention for inspection; whoever provides conditions for gambling or gambles in disguised form shall be given the same penalty as the gambler.(B) Those who take drugs or instigate others to take drugs or trafficking in drugs shall be given the above-mentioned sanctions, and those who are serious in the circumstances shall be expelled from school and handed over to the judicial organs for handling.
第十三条 学生在一学期内无故缺课或旷课累计达到一定学时的，给予以下纪律处分：
（一）累计达6-12学时者，给予警告处分。
（二）累计达13-24学时者，给予严重警告处分。
（三）累计达25-36学时者，给予记过处分。
（四）累计达37-50学时者，给予留校察看处分。
（五）累计超过50学时者或连续旷课达2周及以上者予以退学处理（每天按6学时计算，超过6学时的按实际学时计算）。
Article 13 Students who absent or truant without reason within a semester for a cumulative period of time shall be given the following disciplinary sanctions:
(A) A total of 6-12 hours will be given a warning.
(B) A total of 13-24 hours will be given a serious warning.
(C) A total of 25-36 hours will be given a demerit.
(D) Those who have accumulated 37-50 hours will be given disciplinary detention.
(E) Those who have accumulated more than 50 school hours or have been absent for 2 weeks or more will be dropped out of school (6 school hours per day, and more than 6 school hours per day, according to actual school hours).
第十四条 考试违纪或作弊，给予以下处分：
（一）在考场不遵守考场纪律，不服从考试工作人员的安排与要求，有下列行为之—的，应当认定为考试违纪。对考试违纪，经教育、劝阻无效者，给予严重警告处分：
1.携带考试规定以外的物品进入考场或者未放在指定位置的；
2.未在规定的座位参加考试的；
3.考试开始信号发出前答题或者考试结束信号发出后继续答题的；
4.在考试过程中旁窥、交头接耳、互打暗号或者手势的；
5.在考场或者学院禁止的范围内，喧哗或者实施其他影响考场秩序的；
6.未经考试工作人员同意在考试过程中擅自离开考场的；
7.将试卷、答卷(含答题卡、答题纸等，下同)、草稿纸等考试用纸带出考场的；
8.用规定以外的笔或者纸答题或者在试卷规定以外的地方书写姓名、考号或者以其他方式在答卷上标记信息的；
9.其他考场违纪但尚未构成作弊的行为。
（二）违背考试公平、公正原则，以不正当手段获得或者试图获得试题答案、考试成绩，有下列行为之—的，应当认定为考试作弊并给予留校察看处分：
1.携带与考试内容相关的文字材料或者存储与考试内容相关资料的电子设备参加考试的；
2.抄袭或者协助他人抄袭试题答案或者与考试内容相关的资科的；
3.抢夺、窃取他人试卷、答卷或者强迫他人为自己抄袭提供方便的；
4.在考试过程中使用通讯设备的；
5.故意销毁试卷、答卷或者考试材料的；
6.传、接物品或者交换试卷、答卷、草稿纸的；
7.在答卷上填写与本人身份不符的姓名、考号等信息的；
8.其他作弊行为。
（三）在考场有下列情形之一，视为严重作弊，给予开除学籍处分：
1.由他人代替考试或替他人参加考试；
2.组织作弊；
3.使用通讯设备作弊；
4.涂改他人试卷姓名为己有、在校期间两次作弊行为严重的。
Article 14 The following disciplinary actions should be taken to discipline or cheat in examinations:
(1) Failure to observe discipline in the examination hall or to comply with the arrangements and requirements of the examination staff shall be deemed as a violation of discipline in the examination. For those who violate discipline in examinations, they are given serious warning by education and dissuasion.
1. Carrying articles other than the examination requirements into the examination room or not in the designated place;
2. Failing to sit in the prescribed seats for examination;
3. Continue to answer questions before the test begins or before the end of the examination.
4. In the process of examination, peeping, whispering, hitting each other's Secret signals or gestures;
5. In the scope prohibited by the examination room or college, make noise or carry out other influence on examination order;
6. The staff agreed to leave the examination room without examination.7. Take the test papers, answer sheets (including answer cards, answer sheets, the same below) and draft paper out of the examination room.8. Write the name, examination number or mark the information on the answer sheet in any other way than the prescribed pen or paper, or in any place other than the prescribed place in the examination paper;
9. other examinations violate discipline but have not yet constituted cheating.
(B) Whoever, in violation of the principles of fairness and impartiality in examinations, obtains or attempts to obtain answers to examination questions or examination results by improper means, commits the following acts - shall be deemed to have cheated in examinations and shall be punished by detention for inspection:
1. To take part in an examination with written materials related to the examination contents or electronic devices storing materials related to the examination contents;
2. Plagiarism or assisting others in plagiarizing the answers to questions or related to the examination contents.
3. It is convenient for snatching, stealing other people's papers, answering papers or forcing others to plagiarize themselves.4. The use of communication equipment in the examination process;5. deliberately destroy test papers, answer papers or examination materials;
6. Pass or receive articles or exchange papers, answers and drafts.7. Fill in the answers and fill in the names and test numbers which are not in conformity with my identity.
8. Other cheating behaviors.
(C) One of the following situations in the examination room is considered to be a serious cheating and shall be expelled from school:
1. Replace others by others or take examinations for others.
2. Organizing cheating;
3. Use communication equipment to cheat;
4. Alter the names of other people's test papers for themselves, and cheat two times during school.
第十五条 留校察看期限一般为一年。在留校察看期间，有突出表现者，可提前解除察看，但不得少于６个月；留校察看期间经教育不改或再次受处分者，给予延长察看或开除学籍处分，延长察看不得超过一年；到期后未作出延长处理的，视为自动解除。学生受到违纪处分后再次违纪的，可加重一级处分；被开除学籍的留学生学校开具学习证明，并按学校规定期限离校。
Article 15 The duration of detention is usually one year. During the period of stay in school for inspection, those who have outstanding performances may terminate the inspection ahead of time, but not less than 6 months; those who have not changed their education or have been punished again during the period of stay in school for inspection shall be given extended inspection or expulsion, and the inspection shall not be extended for more than one year; those who have not made any extension after the expiration of the inspection period shall be deemed to be terminated automatically. If a student violates discipline again after he has been punished, he may be given a heavier one-level punishment; a school for expulsion students issues a study certificate and leaves the school within the time limit prescribed by the school.
第十六条本办法未列举的其他违纪行为确应给予处理的，可参照本条例最相近条款给予处理。
Article 16 If any other violation of discipline not listed in these Measures should be dealt with, it may be dealt with by reference to the nearest clause of these Regulations.
三、违纪处理程序
C、Disciplinary procedures
第十七条 违纪行为的调查：
学校相关职能部门的工作人员和从事留学生工作的专、兼职教师有权在我国国家法律、政策规定允许的范围内对留学生所犯错误进行调查或委托有权依法管理、调查、鉴定的机构进行调查、取证。调查内容如下：
（一）询问当事人。
（二）询问证人。调查人员对留学生违纪事实的调查内容应做成笔录，经被询问人核实无误后，由被询问人签字、按手印。
（三）提取书证、物证。
（四）对违纪留学生作出处分决定之前，应当听取留学生或者其代理人的陈述和申辩，并做好笔录；结束时拟受处分留学生或其代理人应在笔录上签字，如果拒绝签字，由主笔人写出文字说明。
Article 17 The investigation of violation of discipline:Staff members of relevant functional departments of schools and full-time and part-time teachers engaged in the work of foreign students have the right to investigate or entrust institutions with the right to administer, investigate and appraise the mistakes made by foreign students according to law and to collect evidence within the scope permitted by the laws and policies of our country. (D) Before making a disciplinary decision against a foreign student, he or she shall hear the statement and defense of the foreign student or his or her agent, and make a good transcript; at the end of the sentence, the student or his or her agent who intends to be punished shall sign the transcript; if he or she refuses to sign, the author shall write a written explanation.
第十八条 违纪处分决定的审批程序和权限：
（一）记过及以下处分，由国际教育学院研究决定，并发文、公告。
（二）留校察看处分，由国际教育学院提出处理意见，报主管校领导签批后发文、公告。
（三）开除学籍处分，由国际教育学院提出处理意见，主管校领导同意后，报校长办公会议研究决定后发文、公告。同时，报省教育厅备案并通报留学生所在国驻我国使馆。
（四）以下情况，国际教育学院应分别会同相关部门处理：
1.留学生违纪并违反《治安管理处罚条例》或涉嫌犯罪的，应会同保卫处处理；
2.留学生违法，应会同公安部门处理。

(D) under the following circumstances, the International Institute of education should deal with the relevant departments separately:1. Foreign students who violate discipline, violate the Regulations on Administrative Penalties for Public Security or are suspected of committing crimes shall be dealt with jointly with the Security Department.2. Illegal students should be dealt with in public security departments.
第十九条 违纪处分呈报材料：
（一）违纪处分登记表。
（二）违纪事实材料或相关证明材料。
（三）违纪学生对所犯错误的认定和检查材料。
Article 19 disciplinary reporting materials:

第二十条 本办法由国际教育学院负责解释。
Article 20 This method is explained by the School of International Education.
第二十一条 学校其它有关文件与本办法不一致的，以本办法为准。
Article 21 If other relevant documents in schools are inconsistent with the present measures, the present Measures shall prevail.
第二十二条 本办法自2018年1月1日起试行。
Article 22 The present Measures shall be tried on January 1, 2018.
