第二章 注册登记
Chapter II Registration
第四条 申请成立学生社团，须具备以下条件：
Article 4 To apply for the establishment of a student association, the following conditions shall be met:
（一）有20名以上在校学生联合发起，所有发起人均须具有正式学籍，未受过校纪校规处分，具有开展该社团活动所必备的基本素质；
There are more than 20 students in the school jointly initiating, all initiators must have a formal student status, have not been disciplined by school discipline and school rules, and have the basic qualities necessary to carry out the activities of the club;
（二）有规范的名称和相应的组织机构，名称与业务性质相符，准确反映特征，符合法律法规要求，不得违背校园文明风尚和社会公共道德；
Have a standardized name and corresponding organizational structure, the name is consistent with the nature of the business, accurately reflects the characteristics, meets the requirements of laws and regulations, and must not violate the civilized fashion of the campus and social public morality;
（三）有明确的业务指导单位，原则上业务指导单位应是与社团业务相关的校内机关职能部门、教学单位、校（院）党组织或校内学术科研机构；
There are clear business guidance units, and in principle, the business guidance units should be functional departments of university organs, teaching units, school (college) party organizations or academic and scientific research institutions on campus related to the business of the community;
（四）有至少1名社团指导教师；
Have at least 1 community guidance teacher;
（五）有规范的社团章程，包括社团类别、宗旨、成员资格、权利和义务、组织管理制度、财务制度、负责人产生程序、章程修改程序、社团终止及其他应由章程规定的相关事项。
A standardized article of association, including the type, purpose, membership, rights and obligations of the association, organizational management system, financial system, procedures for the selection of responsible persons, procedures for amending the articles of association, termination of the association and other relevant matters that shall be stipulated by the articles of association.
第五条 申请成立学生社团材料包括社团成立筹备申请书、发起人和拟任责任人基本情况（包括思想表现、学习成绩等）、指导教师意见、业务指导单位确认书以及社团章程草案等。
Article 5 The materials for applying for the establishment of a student association include the application for the preparation of the establishment of the association, the basic information of the founder and the person to be appointed (including ideological performance, academic performance, etc.), the opinions of the guidance teachers, the confirmation of the professional guidance unit, and the draft articles of association.
第六条学生社团按学年实行审查考评制度。具体内容如下：
Article 6 Student associations shall implement a review and appraisal system according to the academic year. The specific content is as follows:
（一）审查社团成员构成、社团负责人工作及学习情况、学年活动开展情况、指导教师工作开展情况、业务指导单位意见、财务状况、有无违纪违规情况等。
Review the composition of the members of the society, the work and study of the responsible person of the society, the development of activities in the school year, the work of the guidance teachers, the opinions of the business guidance unit, the financial situation, and whether there are any violations of discipline and regulations.
（二）年审合格的学生社团进行注册登记，并按照《常州机电职业技术学院“星级社团”“社团之星”评选办法》进行评奖评优，给予表彰激励。只有进行注册登记的学生社团方可继续开展活动。
Student societies that pass the annual examination shall be registered and registered, and shall be awarded and evaluated in accordance with the Selection Measures for Star Societies and Stars of Societies of Changzhou Mechanical and Electrical Vocational and Technical College, and commendation incentives shall be given. Only registered student societies can continue their activities
（三）对年审不合格的学生社团提出整改意见，整改期限3个月，整改期间社团不得开展除整改以外的其他活动。
Put forward rectification opinions to the student associations that fail the annual examination, and the rectification period is 3 months, and the clubs shall not carry out other activities other than rectification during the rectification period.
第七条学生社团有下列情形之一的，不予批准成立或不予继续注册登记：
Article 7 In any of the following circumstances, a student association shall not be approved for establishment or shall not continue to be registered:
（一）申请成立时弄虚作假的；
Fraudulently applying for establishment;
（二）参加学生社团的人数长期不足20人的；
The number of people participating in student associations is less than 20 for a long time;
（三）年审不合格且整改无效的；
Failing the annual review and the rectification is ineffective;
（四）全体成员大会决议解散的；
Dissolution by resolution of the General Assembly of All Members;
（五）校内已有性质相同或相似学生社团的；
Where there are already student clubs of the same or similar nature on campus;
（六）涉及宗教文化的；
Where religious culture is involved;
（七）涉及民族排他性或地区排他性的；
(7) Involving ethnic exclusivity or regional exclusivity;
（八）跨地跨校联合成立的；
Cross-regional and cross-school joint establishment;
（九）未经学校审核批准的校外机构会员单位或分支机构性质的学生组织；
Student organizations of the nature of member units or branches of off-campus institutions that have not been examined and approved by the school;
（十）举办违反法律法规、校纪校规或社团章程宗旨活动的；
Organizing activities that violate laws and regulations, school discipline, school rules, or the purpose of the society's charter;
（十一）其他不宜批准成立或不宜继续注册登记的。
Others where it is not appropriate to approve the establishment or to continue registration.
第八条 学生社团原则上不得接受企业、社会机构或个人的特定冠名。对于与企业、社会机构或个人联系紧密的创新创业类社团，确有冠名需要的，须报学校党委批准。原则上学生社团不应涉及外事事务，确有需要的，须报学校党委批准。
Article 8 In principle, student associations shall not accept specific titles from enterprises, social institutions or individuals. For innovation and entrepreneurship associations with close ties with enterprises, social institutions or individuals, if there is a real need for naming, it must be reported to the school party committee for approval. In principle, student associations should not be involved in foreign affairs, and if there is a real need, they must report to the party committee of the school for approval.
第九条 未经批准成立或已经注销的学生社团不得开展任何活动。已批准成立的学生社团中的成员，未经学生社团集体研究授权，不得以社团名义开展活动。
Article 9 Student associations established or cancelled without approval shall not carry out any activities. Members of student societies that have been approved for establishment may not carry out activities in the name of the society without the authorization of the collective research of the student association.
第十条对于未按规定注册或政治导向错误、开展非法活动的学生社团依法依规予以取缔。对于校外人员未经学校许可,滥用、冒用学校名称(包括学校已申请注册具有法律效力的简称、别称)建立学生社团(含其运营的新媒体平台)在校内外开展非法活动的,除对其校内非法活动及活动据点予以取缔外,将运用法律手段依法追究该非法社团及相关负责人的法律责任。
Article 10 Student associations that fail to register in accordance with regulations or have wrong political orientation and carry out illegal activities shall be banned in accordance with laws and regulations. For personnel outside the school who abuse or fraudulently use the name of the school (including the abbreviation or alias that the school has applied for registration with legal effect) to establish student clubs (including the new media platforms they operate) to carry out illegal activities inside and outside the school without the permission of the school, in addition to banning the illegal activities and activity bases in the school, they will use legal means to pursue the legal responsibility of the illegal society and the relevant responsible persons in accordance with the law.
