Jiangsu Government Scholarship Selection Measures for Studying Abroad (Trial Implementation)
第一章 总则
Chapter I General Provisions
第一条 为鼓励来华留学生勤奋学习、奋发进取，树立优良学风，根据《留学江苏政府奖学金管理办法》，结合学校实际情况，制定本办法。
Article 1 In order to encourage international students to study diligently, forge ahead and establish an excellent study style, these Measures are formulated in accordance with the Measures for the Administration of Scholarships of the Jiangsu Government for Studying in Jiangsu and combined with the actual situation of the school.
第二章 分类和标准
Chapter II Classification and Standards
第二条 留学江苏政府奖学金分为三类：协议奖学金、优秀学生奖学金和专项奖学金。
Article 2 Jiangsu Government Scholarships for Studying Abroad are divided into three categories: Agreement Scholarships, Outstanding Student Scholarships and Special Scholarships.
第三条 协议奖学金40000元/生/年，优秀学生奖学金10000元/年，专项奖学金由省财政厅、省教育厅动态调整。
Article 3 The agreed scholarship is 40,000 yuan / student / year, the outstanding student scholarship is 10,000 yuan / year, and the special scholarship is dynamically adjusted by the Provincial Department of Finance and the Provincial Department of Education.
第三章奖项设置
Chapter III Award Settings
第四条 留学江苏政府奖学金每学年评选一次，在每年十月份进行。
Article 4 The Jiangsu Government Scholarship for Studying in Jiangsu is selected once a year and is carried out in October of each year.
第五条 学生在校期间不能重复获得留学江苏政府奖学金，获得留学江苏政府奖学金的学生不再享受其他校级以上奖学金。
Article 5 Students shall not repeatedly obtain the Jiangsu Government Scholarship during their stay at the university, and the students who have obtained the Jiangsu Government Scholarship shall no longer enjoy other scholarships at or above the university level.
第六条 申报条件：
Article 6 Declaration Requirements:
1.符合《留学江苏政府奖学金管理办法》中规定的关于申请协议奖学金、优秀学生奖学金、专项奖学金的基本条件。
1. Meet the basic conditions for applying for scholarships, outstanding student scholarships and special scholarships stipulated in the Measures for the Administration of Scholarships of the Government of Jiangsu Province.
2.在本学年内没有违纪处分，学习成绩优异，每学期都获得奖学金且至少获得过1次学校一等奖学金。
2. There is no disciplinary action during the current academic year, excellent academic performance, scholarships have been awarded every semester and at least once the school first class scholarship has been awarded.
3.对于每学期都获得奖学金，但未获得过一等奖学金的学生，如在其他方面表现非常突出，可申请留学江苏政府奖学金，但需提交详细的证明材料。其他方面表现非常突出是指在专业技能竞赛、科技创新、体育竞赛、文化类比赛等某一方面表现特别优秀。具体如下：
3. For students who have won scholarships every semester but have not received first-class scholarships, if they have outstanding performance in other aspects, they can apply for the Jiangsu Government Scholarship, but need to submit detailed supporting materials. Other aspects of the performance is very outstanding refers to the professional skills competition, scientific and technological innovation, sports competitions, cultural competitions and other aspects of the performance is particularly outstanding. The details are as follows:
（1）在专业技能竞赛方面取得显著成绩，在全国性专业技能竞赛获奖、省级专业技能竞赛获一等奖及以上奖励。
(1)Have made remarkable achievements in professional skills competitions, winning awards in national professional skills competitions and provincial professional skills competitions with first prizes and above.
（2）在科技创新方面取得显著成绩，以第一作者发表中文核心2篇或收录论文1篇及以上，以第一发明人获得授权发明专利1项及以上。
(2)Have made remarkable achievements in scientific and technological innovation, with the first author publishing Chinese 2 core papers or 1 or more papers included, and the first inventor obtaining 1 or more authorized invention patents.
（3）在体育竞赛中取得显著成绩。参加校级体育比赛获得第一名，参加市级以上体育比赛获得前三名。
(3)Achieve remarkable results in sports competitions. He won the first place in the school sports competition and the top three in the sports competition at or above the municipal level.
（4）在文化类比赛中取得显著成绩，参加省级比赛获奖，参加市级比赛获一等奖。
(4) Have made remarkable achievements in cultural competitions, won awards in provincial competitions, and won first prizes in municipal competitions.
第七条 评选程序：
Article 7 Selection Procedure:
1.学生申报
学生本人向班级提出申请，并填写《留学江苏政府奖学金申请表》，提供有关证明材料。
1. Student declaration
The student himself submits an application to the class and fills in the Application Form for Studying in Jiangsu Government Scholarship to provide relevant supporting materials.
2.班级推荐
班主任进行资格审查,确定候选人推荐名单。
2. Class recommendation
The class teacher conducts a qualification review to determine the list of recommended candidates.
3.学校评选
国际教育学院对候选人复审，组织评议，确定留学江苏政府奖学金获奖人建议名单，在全校范围内公示五个工作日无异议后，确定最终获奖人员名单。
3. School selection
The School of International Education reviews the candidates, organizes deliberations, determines the list of recommended winners of the Jiangsu Government Scholarship for Studying Abroad, and determines the final list of winners after the school announces no objections for five working days.
第四章监督检查
Chapter IV: Supervision and Inspection
第八条 学校坚持公平、公正、公开和择优评选的原则严格评审留学江苏政府奖学金，坚持评选标准，完成当年评选名额。
Article 8 The school adheres to the principles of fairness, impartiality, openness and merit-based selection, strictly evaluates the Jiangsu government scholarships for studying abroad, adheres to the selection criteria, and completes the selection quota for that year.
第九条 留学江苏政府奖学金获得者如在校期间因违纪行为受到纪律处分，将撤销其奖学金荣誉称号，追回获奖证书及奖金。
Article 9 If a recipient of a Scholarship to study in Jiangsu receives disciplinary punishment for violating discipline during his or her time at the university, he or she will be revoked from his or her honorary title of scholarship and the award certificate and bonus will be recovered.
第十条 本办法自颁布之日起实行，本办法解释权归国际教育学院。
Article 10 These Measures shall be implemented as of the date of promulgation, and the right to interpret these Measures shall be vested in the Institute of International Education.
